The process of applying a gaseous pesticide (fumigant) to wood packaging materials to eliminate pests. In the pallet industry, fumigation typically refers to methyl bromide treatment for ISPM-15 compliance. The process involves enclosing the wood in a sealed space and introducing the fumigant gas for a specified exposure period. Due to environmental concerns, fumigation is being phased out in favor of heat treatment in most markets.

Methyl Bromide
A chemical fumigant historically used to treat wood packaging materials for phytosanitary compliance under ISPM-15. Methyl bromide (MB) is an ozone-depleting substance regulated under the Montreal Protocol, and its use has been banned or restricted in many countries including all EU member states. While still technically permitted under ISPM-15, most international markets prefer or require heat treatment instead.
ISPM-15
International Standards for Phytosanitary Measures No. 15, an international standard developed by the International Plant Protection Convention (IPPC) that governs the treatment of wood packaging materials used in international trade. ISPM-15 requires that wood packaging be debarked and treated by an approved method — primarily heat treatment or methyl bromide fumigation — to prevent the spread of invasive pests and diseases across borders.
Heat Treatment
A phytosanitary treatment method approved under ISPM-15 in which wood packaging material is heated until the core temperature reaches a minimum of 56 degrees Celsius (132.8 degrees Fahrenheit) for at least 30 continuous minutes. Heat treatment kills insects and pathogens without chemicals, making it the preferred method for treating export pallets. Treated wood is stamped with the HT mark as part of the ISPM-15 compliance marking.

Relating to the health of plants, particularly in the context of preventing the spread of plant pests and diseases through international trade. In the pallet industry, phytosanitary measures refer to the treatments (heat treatment, fumigation) and regulations (ISPM-15) designed to ensure that wood packaging materials do not carry invasive organisms across borders. Phytosanitary certification is required for wood pallets used in international commerce.
