What is ISPM-15?

ISPM-15 is an International Phytosanitary Measure developed by the International Plant Protection Convention (IPPC). It requires that wood packaging materials (WPM) used in international trade be debarked and treated using an approved method, then stamped with an official ISPM-15 mark.

Approved Treatment Methods

  • Heat Treatment (HT): Wood core temperature must reach 56°C for at least 30 continuous minutes. This is the most common method.
  • Dielectric Heating (DH): Microwave treatment achieving 60°C for 1 minute throughout the wood profile.
  • Sulfuryl Fluoride (SF): Fumigation using sulfuryl fluoride under specific temperature and dosage requirements.

Note: Methyl bromide (MB) fumigation was previously accepted but has been phased out in many countries due to ozone-depleting effects.

What Requires ISPM-15?

  • Pallets (wood)
  • Crates and skids
  • Dunnage (loose wood used to secure cargo)
  • Wood packaging and bracing

What Is Exempt?

  • Processed wood (plywood, particle board, OSB, veneer)
  • Wood packaging made entirely from thin wood (6mm or less)
  • Plastic, metal, or corrugated packaging
  • Domestic shipments (within the same country)
